Who May Participate: City of Tallahassee residential electric, water, or natural gas customers during active program months.
Program Overview: WRAP is a temporary payment option designed to help customers manage higher-than-normal utility bills caused by extreme winter weather in Tallahassee.
Eligible residential customers may choose one peak winter utility bill and spread that balance evenly over the next four utility bills, when usage is typically lower. For 2026, WRAP applies to bill statements issued between January 1, 2026 and February 28, 2026.
The deferred balance will show on your utility bill as a payment plan, with the amount divided into four monthly payments.. Participation is limited to one WRAP deferment per account, and the City will work with customers on an individual basis.
Additional Assistance Options: Qualifying low-income and disabled residential customers may also be eligible for utility payment assistance through the City’s Project Share program. Applications are administered locally by the Capital Area Community Action Agency (CACAA) through a screening process. For more information, contact CACAA at 850-222-2043.
Customers may also schedule a free energy audit to identify ways to reduce future utility costs.
